The Returning Nationals or “Welcome Home Programme”,
as it is officially called, is an incentive package for Grenadian nationals
who are returning from living abroad to permanently reside in Grenada.
The package involves the establishment of a ‘one-stop’
Returning Nationals Facilitation Bureau in the Ministry of Finance. This means that the Customs and
Immigration Departments will no longer process applications for returning
nationals.
This incentive was introduced in December 2002 after it
was announced by the Minister of Finance Hon. Anthony Boatswain in the 2003
Budget Speech.
The Benefits:
Ø
“One –stop” facilitation bureau for processing
applications.
Ø
100 percent exemption on all household and
personal effects, whether new or used, up to EC$75,000.
Ø
100 percent exemption on one (1) personal
vehicle. The exemption will be
valid for three (3) years. If the
vehicle is sold before three (3) years, the duties and taxes will be
payable on the expired term of the exemption. Returning Nationals can purchase vehicles locally if so
desired. Environmental levy of
EC$2,000 is payable on all vehicles, (new or used,) with no age limit.

Tax incentives for setting up businesses.
PS: Customs service charge of 5% is applicable on all
imports under this new programme!
Eligibility:
Grenadian nationals who have been residing abroad
continuously for seven years and have decided to return to Grenada on a
permanent basis.

The Process:

Contact bureau to make appointment
Ø
Attend appointment with:

Relevant proof of eligibility
o
Packing list of all items shipped (to be shipped)
to Grenada. The value of the items
must be included.
Ø
Collect letter and proceed to Customs to clear personal belongings.
Ø
Claims must be made three (3) months before or
after return to Grenada.
NB: Persons can claim only ONCE under the
programme.

Importation Of Pets To Grenada
Permission for entry of
dogs and cats into Grenada is obtainable from the Ministry of Agriculture
by writing to:

Application for a permit
should state age, sex, color and breed of dog and/or cat, also port of
entry, time of arrival and carrier.
The Import Permit must
be presented to the Customs Department at the port of entry and must be
accompanied by a certificate showing that the dog or cat was vaccinated
against Rabies within the six week period immediately preceding arrival in
Grenada, together with a Certificate of General Health issued within two
weeks prior to arrival.
An applicant may wish to
have an agent collect the Import Permit on his/her behalf in Grenada and be
met at the port of entry on arrival.
